Navigating Recent Changes to Non-Citizen Eligibility in NJ FamilyCare

New federal rules under H.R.1 are set to restrict Medicaid/NJ FamilyCare eligibility for many non-citizen adults starting October 1, 2026. This webinar will provide an overview of these new rules, including who will be impacted, what changes to expect, and how to navigate the new requirements.

Cassandra Stabbert, Esq.
Chief Counsel, Health Care Access Project

Cassandra has served as the Chief Counsel of Legal Services of New Jersey's Health Care Access Project since November 2024. Prior to joining LSNJ, Ms. Stabbert worked in both the Atlantic County and Monmouth County offices of South Jersey Legal Services. She has practiced in various areas, including Supplemental Security Income, Medicaid, unemployment, Landlord-Tenant, SNAP, and Work First NJ. At SJLS, she received a favorable, published division for a New Jersey Unemployment Compensation Law case of first impression, McClain v. Board of Review. In 2021, Ms. Stabbert began working as an Entitlements Attorney at LSNJ.

Ashish A. Agrawal, Esq.
Senior Attorney, Health Care Access Project

Ashish has served as a Senior Attorney with the Health Care Access Project at Legal Services of New Jersey since January 2025. Prior to joining LSNJ, he practiced with South Jersey Legal Services in its Benefits and Entitlements Unit. A graduate of Rutgers University School of Law, Mr. Agrawal brings 12 years of experience practicing Social Security law, representing clients at every stage of the process, from initial applications through administrative and federal appeals, includingl matters before the United States Supreme Court.
